推動(dòng)京津冀協(xié)同發(fā)展，也是探索改革路徑、構(gòu)建區(qū)域協(xié)調(diào)發(fā)展體制機(jī)制的需要。在京津冀協(xié)同發(fā)展過程中，針對(duì)京津冀跨區(qū)合作機(jī)制所呈現(xiàn)的“一畝三分地”思維定式及其他深層次矛盾和問題，著力探索跨區(qū)沖突治理、“共建、共享、共贏”發(fā)展、政府與市場調(diào)節(jié)相結(jié)合的新機(jī)制；針對(duì)京津冀面臨的霧霾、水資源短缺等問題，著力探索通過功能疏解、空間優(yōu)化，實(shí)現(xiàn)中心與外圍共生互動(dòng)的新調(diào)節(jié)機(jī)制；針對(duì)京津冀面臨的經(jīng)濟(jì)發(fā)展與環(huán)境治理問題，著力探索建設(shè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、生態(tài)友好、宜居宜業(yè)、社會(huì)和諧的新機(jī)制。上述區(qū)域協(xié)同發(fā)展機(jī)制創(chuàng)新將建立區(qū)域統(tǒng)籌協(xié)調(diào)發(fā)展新體制，把京津冀都市圈建成科學(xué)持續(xù)、協(xié)同發(fā)展、互利共贏的區(qū)域協(xié)同發(fā)展示范區(qū)。

　　Abstract: Promoting the coordinated development of Beijing, Tianjin and Hebei is a major national strategy since the Party's Eighteenth Congress, which has great significance in building a new economic circle surrounding the capital, pushing forward the integrated development of Beijing, Tianjin, and Hebei, promoting regional coordinated development across China, and improving China's image and international competitiveness. Specifically, the coordinated development of Beijing, Tianjin and Hebei helps to reduce the non-core functions of the capital, and solve the problem of "large city disease"; optimize the urban population structure, and build a world-class city cluster; integrate the advantages and resources of the region, develop an innovative regional economy, and create an economic growth pole of international competitiveness; promote ecological and environmental governance based on the industries and innovation of mechanisms; and contribute to establishing the new system of regional coordinated development and the regional coordinated development demonstration zone.
